The PHILIPPINE SCIENCE HIGH SCHOOL SOUTHERN MINDANAO CAMPUS (PSHSSMC), through the Locally-Funded Projects under the National Expenditure Program (NEP) 2020 intends to apply the sum of Five Million Four Hundred Thousand (P 5,400,000.00) Pesos being the Approved Budget for the Contract (ABC) to payment under the contract for procurement of Consulting Services (Design) for the Construction of Academic Building III. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

The PSHSSMC now calls for the submission of eligibility documents for Consulting Services (Design) for the Construction of Academic Building III. Interested consultants must submit their eligibility documents on or before December 5, 2019, 9:00 AM. Opening of the eligibility documents and short listing is scheduled on December 5, 2019 at 9:00 PM, at the Google Classroom, Academic Building, Philippine Science High School Southern Mindanao Campus, Sto. Niño, Tugbok District, Davao City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

The BAC shall draw up the short list of consultants from those who have submitted the eligibility documents and have been determined as eligible in accordance with the provisions of Republic Act 9184, otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulation (IRR). The short list shall consist of at most, five (5) prospective bidders who will be entitled to submit bids.  The criteria and rating system for short listing, among others, are as follows:

  1. Applicable experience of the consultant and members 35%
  2. Qualification of personnel who may be assigned to the job 40%
  3. Current workload relative to capacity 25%

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

 

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

The Procuring Entity shall evaluate the bids using the Quality-Cost Based Evaluation (QCBE). The weights to be allocated for the Technical and Financial Proposals are as follows:

 

  1. Technical Proposal                 65%
  2. Financial Proposal 35%

 

The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

 

The contract for the Consulting Services on Design shall be completed within four (4) months.

The PSHSSMC reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder and bidders.
